It looks like someone at Ford was smoking something while watching Batman.
The patent released by the US Patent shows a car with a electric scooter mounted under the bonnet (Hood if you’re American) and sits on rails between the front seats.
The scooters seat takes the role of armrest between the front seats and the scooter instruments serve both the the scooter and the car.
The scooter can only be deployed with the ignition on but the cars engine off, and once the scooter has been deployed the car can still be used on it’s own so presumable has a rear engine or electric hub motors. The gap in the car where the center console/scooter usually sits gets closed off by a rubber seal.
When onboard the scooter is usually off the ground but the patent also shows how the bikes rear wheel can be lowered to provide additional power for the main vehicle.
